This is what's known as an "economy check" in other games. What the developers did was give an option for a private island or a donator Pack at the 1m spin (the other spins aren't worth it. No value) and set it, so that barely anyone ever wins these. Has anyone else seen the little "lag tick" when you can see your spin going twords the island or the dono pack? They did that on purpose to affect the results in there favor. They don't want people winning an island or dono pack. The developers advertise it, but it's rigged. Sign here if you think this is super sketchy and want a change in it.
Now I understand that if everyone won an island or dono pack frequently, the economy would be messed up in the game, hence games sometimes give a blind option for success as long as you spend some money. AKA barely anyone wins, people spend money constantly and lose. Helping the economy of the game in totality.
