As for all the people saying that it should be flagged when a certain amount is spent really isn't viable. I've personally known people to spend hundreds of thousands on game purchases in very short periods of time. Expensive is relative, 20k is pocket change to some people that happily spend it if they get enjoyment out of it.. And in the depths of addiction like OP said the dopamine you get is real. I wouldn't say there's really anyone to blame, just the fact that Torn is offering partial refunds is above and beyond a company would need to go.
This is by far the most personal thing I've ever seen from a game with 'in app purchases' in my whole 15+ years of online gaming. There's barely any game out there that would even consider refunds, really tells me that money isn't the only thing you see. Kudos for putting consumer welfare and personal addictions above the companies profits, this is the kind of thing us new players (in my opinion) are happy to becoming a part of!
