Does anyone know exactly when at TC time will I get a higher success rate in crimes? Like when should I search for cash in the dump yard and etc.

I just migrated to Crimes 2.0. When I went to the point building, I saw that the reset merits button there is free instead of 500 points. Is it a free gift from the developers due to the large increase of merits after the transition?
