I feel that energy usage is too limited in scope. I'm thinking there can also be work related tasks that help increase productivity and allow bonuses for the contribution of energy. On top of that, committing crimes should also use energy on top of nerve, with failures resulting in higher energy usage than successes, or vice versa depending on the failure and crime.

If a player attacks another unprovoked, the target player can press charges against the initiating player, or a chanced base roll that an npc witnesses the attack and likewise report it to the police. This can be mitigated with high stealth stats or one-hit attacks where the attacker is not identified. Also, attacker could intimidate their target which, depending on stats, would disable the ability for the vic to report an attack. The attacker can also bribe, intimidate, or even attack a witness (with an additional risk of more witness loops) into silence.
We need the ability to deposit excess money in the bank. Mugging only takes cash on hand. This could open the doors for crimes against players, with hacking bank accounts as an option.
