They should do it like the hunting but only at some of the places on the map. And each place could have different types of fish. You could also have different types of fishing equipment for each place. Like maybe scuba gear and a spear for underwater fishing or different rods for certain places. Make it so you have to level up to go fish in a tougher places. You can keep your fish or sell them to vendor or auction for restaurant owners if that's a thing. Or maybe it could be. Just an idea but it would be fun I think.
