im have been confused for a while about this COOLDOWN on attacking for a while

*this has happened multiple times, today i just had to ask**
i have been sitting on a BOUNTY target that is getting out of HOSP, and when they did, i cannot attack them for 60 secs

i was ok there is a timer of some sorts (im thinking everybody that wants to attack this guy has the same timer)
LO and BEHOLD after i refresh, the TARGET is already in the HOSP again.
WHAT IS THIS? and how does this work?

i never really paid much attention to the mission name tbh, my bad. and what do you guys think? does the mission do be easier now? i dont want to waste tie traveling only to cucked by target not being 'easily" beatable

im a healer so you cant entirely blame me xD

Uhmmmmm, i got an attack abroad mission today

(i only finished "FRENZY" mission today, thats why it's positioned as the most recent)

I wonder if i would have been a SUCKER had i accepted the mission and flew there
note: i dont read patch notes until a wekk later or hear it from friends/faction

im sorry if this is not from TORNTOOLS but from the moment i updated it from 9.0.4 to 9.0.5. i have been getting this borders, it IRRITATES my eyes, i have astigmtism, flashing light are a BIG eyesore. how can i please turn this off, permanently?

I recently updated the app, about 30 mins ago. Now itt wont let me add items to quick items bar, it always prrompt me "cannot add items not in torn item directory"

or it stays reduced until the fight is finished?

i know you have to be in torn to possibly get a CESIUM

do i have to be online to get one? or i close torn and just immediately log in to search the city for it?

ALSO, can i self hosp to avoid RAD poisoning?

it worked on incognito, and now once i reloaded/refreshed regular chrome, its working fine. i wonder what caused it
