Theoretically, it is possible but u need to gather high working stats players to compensate ur lack of business education and business stocks (if u dont have them). I made a flower shop from 0 to 10 stars in 9 months BUT luckily so many high stats have helped me. U could still make a progress with low stats but it will take longer for sure.
