I'm noticing in our faction, that we have an excess amount of level 7 OCs, compared to the people we have available to do them. What if there was an option to exchange OCs for another one, but only of a lower level? You couldn't trade a lvl 7 for a lvl 8, but you trade down a lvl 7 for a lvl 6, or 5? That way, it would give people an option to have both low, and high level OCs, without having to wait on new ones to refresh. Some factions who have a mixed variety of members may not have enough lower level crimes to keep the newer members busy, while all the veteran players have more crimes than they can complete.
