That's entirely plausible tbh. I was level 3 with millions because I got a lucky Megaphone drop doing burglary 2.0 and then extra good luck with the casino. As it stands I'm level 7 and could buy a dozen minis and remain okay. Plenty of ways to make money at low levels nowadays. Whore yourself out for deaths, lucky casinos, crimes and 2.0, find a good faction/corporation. Factions kit their people out too
