If you haven't already, try playing torn through your device's browser, I was having issues using the app, switched to Samsung internet on my phone and it runs really smooth no issues, told my friend to do the same and he is playing fine now too. Doesn't help in the long run but at least it makes it bearable for the time being for anyone struggling.
