It will be a good idea to add who to hit when settling terms at the start of the war as the stronger side is always tempted to look for ways to break terms especially if they see it as easy win if they were warring for real.
Tems should include but not limited to
- Cache split if any
- Target score if any
- Loss compensation in caches if any
- Med out agreement
- Flying
- Use of ipecac
- Mugging
- Hitting off-liners only or both onliners
- And any others
Sometimes due to the hastiness if drafting a warring agreement some terms are either omitted or presumed that the other party understands.
To correct this each faction should have a template of terms for when they are to lose or win if they are offering it or not.
It would help to remove any grey areas and make the agreed terms clearer.
But, sometimes when someone wants to be an ass they will be, no terms will be able to keep them in check
