I’ve got a problem,I was carrying 21 items when I went to rehab and when I tried to carry 21 it said I can only carry 11 .why is that or is it a glitch that needs to be fixed ?

I’ve never been to war with anyone,my lever has been on peace since I’ve created it,so no one has the ability to attack me,I only have 2 people in my faction,me n 1 other person so there’s no way anyone should be able to attack me.unless there’s something that wasn’t told to me was it ? I didn’t know people can attack me even my lever is set on peace ,so how is that possible?
