i got the mission "hide and seek" from Duke and one of the targets (plonker2000 [1280512]) is in federal jail. What do i do now?

uhm, so its been a day since i started the mission and i still have said person as a target. But i defeated the 2 of the three other targets and suddenly a few hours later the mission is marked as finished.
Idk how that happend, but it fixes my problem ig.
