You would have to consider bipartisan, alphabet agencies, biases, rhetoric - to draw delineations between economics & policy within a nation such as America to attribute tax towards these issues. Not to hijack an economy with rhetoric and shady partisan deals that portray an obscure solution of issues often further created and exacerbated by institutionalism and bureaucracy who people vote for besides their own rationale.
