Second, I agree with you, it was just an observation I have been making. It does not seem entirely random to me but I could be wrong on that.

Likes as archived at fetch time, adjusted for how long each post had been up. Scored posts only; the full score pass runs after the import.
As someone who has only been playing Torn for over a month, I have played the lottery several times and I noticed something with the winners. It seems that most people who win it are players who are at the maximum level or are above level 30. This is absolutely unacceptable as it means that newer players like myself stand absolutely no chance of winning.
What I propose is that the Daily Dime has a player level cap of 30 and Lucky Lotto at 60. That way there is a higher chance for lower level players to win it as they are the ones needing the cash the most.
