I'm currently posting this with TornTools enabled.

My question is - would Duke list a random active player? It's obvious who needs to be attacked, I was just surprised that the list showed someone who has never been inactive and never been in debt. Just assumed if your name ever appeared you had ''put a target on your back'' from either Debt incurred or inactivity? 

Have reached out to the player as was curious. Just want to check that actually it could be anyone, including actives with clean slates, or if this is an error
