Good Question... :)
Have you met GYM ? Yes, the player known as the "Torn Punching Bag"!
He has shocked the city of Torn recently with his recent post the Ideal Mission Target
So.... Still want to know more. Okay.... let's break it down.

In Torn, a punching bag is not a physical object but a term for a player who is easy to defeat, allowing others to gain easy wins and level up by attacking them frequently.
These players often have stats that are too low for their level, making them a desirable target for others to "train" on. [1, 2]
Here is the Ideal Mission Target post in example.

How a "Punching Bag" Player is Made [1]
- Underestimation: Players who are seen as less powerful might underestimate other players, leading to easy losses and establishing them as a target.
- Low Stats: A player who levels up too quickly can have relatively low stats compared to their level. This mismatch makes them an ideal "punching bag" for stronger opponents.
- Faction Wars/Eliminations: Faction wars and eliminations can be a way to level up quickly, but if the player's stats aren't sufficient, they become vulnerable and can be used by others as a punching bag.
Why Players Become Punching Bags [1]
- More Wins and Stats: Becoming a punching bag provides an opportunity for other players to secure easy wins, which can help them to increase their overall stats.
- Respect and Chaining: "Chaining," or repeatedly attacking the same player, can give a slightly higher respect gain than fighting random opponents.
In essence, a punching bag in Torn is a strategic concept, referring to a player who can be exploited for an easier path to gaining power and experience by other players. [1]

Repeatedly attacking the same player as a Punching Bag!
In the game Torn City, repeatedly attacking the same player is a common tactic, but recent game updates have made using a single player as a "punching bag" for continuous mugging less effective. This behavior, known as "chaining" or "harassment" by others, is not against the rules itself, but is usually employed for training, revenge, or to extract money. [1, 2, 3, 4]

Attacking for training vs. mugging
You can attack the same player repeatedly for training purposes to increase your battle stats. However, the July 2025 update fundamentally changed the mechanics for players focused on mugging:
- Reduced mugging payouts: Mugging the same person multiple times is no longer worthwhile. A successful mug on a player will yield a large amount of money initially, but subsequent mugs on that same player will yield significantly less.
- Increased hospital time: Being mugged now sends the victim to the hospital for a longer period of time, making it harder to find them "on the street" and ready to mug again. [1]
Attacking for revenge or harassment
If a player has wronged you or your faction, repeatedly attacking them is a valid form of retribution. Game mechanics make this a more strategic choice than simply hitting them non-stop.
- Energy cost: Each attack costs 25 energy, so you are spending your own resources to keep another player in the hospital.
- Bounties: For more persistent harassment, players will often place bounties on their target. This encourages other players to attack the victim, even when the original aggressor is offline.
- Faction involvement: A larger-scale campaign of harassment often involves your faction joining in. When a single player is attacked by multiple people, their battle stats are reduced, making them easier to defeat and putting them in the hospital for longer periods of time. [6, 7, 8, 9]
Protecting yourself from a "punching bag" target
If you find yourself on the receiving end of repeat attacks, you have a few options to defend yourself:
- Bank your money: To prevent financial losses, deposit all of your cash in the bank. Muggers can only steal money that a player is carrying.
- Join a faction: A good faction will be able to rally to your defense and may retaliate against the aggressor, often leading them to leave you alone.
- Report harassment (rarely effective): True "harassment," such as extreme flaming or abusive chat, is against the rules. However, repeated attacks alone are considered a normal part of the game and do not qualify as a rule violation. [2, 6, 11, 12, 13]
Final considerations
Ultimately, repeatedly attacking the same player is a trade-off. While it can be an effective tactic for training or revenge, the cost in energy and reduced rewards from repeat muggings make it a less efficient use of resources in the long run. For this reason, the best defense against it is to simply out-train and out-level your attacker over time. [5]

Okay.... so yer still here eh? Still not convince yet. Yeah, I figured.... so ultimately it's up to you.
But for all the Karens' and Kens' out there... before you go posting your two cents, already beat ya too it :) Torn Rules

But this information posted below may or may not be accurate.... But sharing it with ya anyways....
In Torn, using one player as a dedicated "punching bag" for leveling is a form of unfair play that can result in a ban. While attacking other players is a core part of the game, repeatedly targeting a single individual, especially if it's a multi-account, is against the rules. Torn's staff can easily detect this behavior and enforce penalties. [1, 2, 3, 4, 5] (The Resources provided however correct but are worded specifically and can be miss leading **)
Why this is a bannable offense
- Multi-accounting: If the "punching bag" account belongs to the same person, this is a clear violation of Torn's rule against multi-accounting. Players are only allowed to have one account, and having multiple gives you an unfair advantage. Torn staff have sophisticated methods to detect multi-accounts, even if they operate from different locations. ** (Not solo player / single account)
- Exploiting mechanics: Purposely using another player to farm experience (XP) is considered an exploit, even if the other person is a willing participant. It is a way of bypassing the normal game progression and can be detected by Torn's systems. ** (This might help)
- Punishment for rule violations: Penalties for such offenses can range from a temporary game ban to account deletion, depending on the severity and history of the offense. [1, 4, 6, 7, 8]
How the game handles repeated attacks
- The "distraction" mechanic: To prevent a single player from being perpetually farmed, a defender's combat stats are reduced with every additional attacker, and they may even miss turns. This makes repeated attacks on a single player less efficient.
- Mugging limits: The game also makes it less worthwhile to repeatedly mug the same person, though initial successful mugs can yield more cash.
- Inactivity and hiding: Players who have not been active for a week will not appear on the "People" list, preventing new players from using them as easy targets. [9, 10]
Fair ways to level up
- Join a faction: Being part of an active faction provides both protection and support from your fellow members.
- Attack a variety of targets: Use your energy to attack different players, as this is a primary method for gaining experience.
- Train stats: Using the gym to improve your stats will make you a more effective fighter and harder to defeat.
- Crimes and travel: Commit crimes and travel for income to support your progression. Traveling also offers the chance to acquire new items. [11, 12, 13, 14, 15]
