... hosted and maintained by Torn staff on a forum post or even an in-game URL page somewhere, so that Players 1. are more equitably informed about the existence and benefits of commonly-used tools with 2. safe, fast, virus-free ways to get them and 3. players don't have to worry about/wonder whether something they're using is against the rules
To clarify: I think it's fine to still also have new script development as-is, with the evolving technical ruleset and blahblah. I do NOT think it should be illegal to use non-whitelisted scripts. I DO think that Torn should take ownership of providing visibility and confirmation of proactively legal scripts, given how central to the game they are and the (rightful) stiffness of penalties for illegal script usage.

The more I read and think about the situation with scripts in Torn, from the perspectives of casual players (80%), script developers, (5%) hardcore players (14%) and the game developers (1%) --- I think an officially-endorsed and maintained Script Whitelist may unfortunately be the only way to be "fair" to all parties, although it seems like a large-to-XL size PITA to me.
I think the rules/dynamic between Developers and Script Developers are going to remain arcane and techie and annoying. But I think the other 94% of us deserve to know what is legal at any given point in time. We are just trying to play the best, most complete version of the game, with the same tools and advantages as everyone else.
If we'll continue having a wild west of user-developed scripts flying around on notepad files in discord, some of which are used by idk 20%, 30% of the active playerbase -- make the legal ones known in one place, so everyone can be aware of them and have quick and easy access to them. You can own and endorse a Whitelist, and still make user-created scripts legal under the arcane developer-jargon based rules as they are deployed now.
I feel like the Torn Developers portion of the people here are ultimately the ones who owe it to the rest to strive toward a level playing field, and it seems to me one could remove all player doubt/risk at probably a relatively very low cost by adopting good scripts officially and adding them to the game/hiring or otherwise compensating the developers. Make it a bounty system, pay people in Donator Packs and make em sign a digital "I own your shit now" document, easy.
Liability is a thing, whether it's a buyout thing or the Whitelist thing -- but it's also a navigable thing and often used as a total cop-out despite contract language solving for these issues hundreds of times a day. That's why I make the DP suggestion -- whether you could compensate via in-game currency for RL labor I am joking about a bit --- but only a bit. We live in a world where a certain retail giant was paying workers in Mexico via Company Store dollars as recently as the 60s iirc. You look it up, I'm just here to make claims and type way too many friggin words about something that probably was suggested for the 40th time 48 hours ago. But anyway -- paying off developers for their code is 100% doable, especially in this business environment. Just buy some apps and be done with all of it!

My primary rival in Torn who started within days of me 2 years ago and has also been a daily active slug like ol Chabo ---- he quit too. It sucked. And still sucks. But I am happy for him in that he quit to pursue some other goal, and the pursuing of goals os how we know we are calibrated correctly. We see a future in the world for ourselves that is worth pursuing. We are willing to sacrifice for it. That's the good shit in life. So I couldnt bear to guilt him over it, break his stride.
You though, @Chingadera, well --- fuckin love the username, El Chabo approves --- but you I don't know at all. So, you definitely just get asked for stuff. You're leaving anyway hermana, why not be a chingadera about it and drop an Orange set or some shit on a random Chabo? What, soy damaciado gringo?! That it?!
