Can someone explain to me why my costs ($ / AP) changes this much?:

Just about the ‘cost per Addiction Point’
I just don’t understand why I pay 7,419 per AP, then it drops to 5,750 and now I’m at 6,900 again?

Q: if I don’t do the upgrades to ‘add to the reward pool’. What rewards does it pay out then?
