This is a list of factions who have recently accepted new players. If you are a new player looking for a faction to join, consider starting with one of the ones below.

In general:
High respect is better, because they'll have more perks to offer, but the higher the respect the more they'll usually want from you
If the average level is really high, you might find yourself a very, very small fish in a very, very large pond come ranked war time, and you might prefer to be in one with a mix of player skills
"Experience" is the average level of the top ten % of faction players -- higher is probably better
A * next to the name means the faction has specifically asked to be included, even though they haven't recently accepted enough new members to qualify
Factions with a flag next to their name are known to only accept players who speak that language (eg: 🇨🇳 = Mandarin). If that's true of your listed faction, feel free to send me a message and I'll add it.
This list in the table is automatically generated from the API. If you would like your faction removed or if you'd like your 300k+ respect faction added, please message me or comment. "Experience" column is the mean Level of the top ten % of players. I will try and keep this updated roughly weekly. Family/alliance info pulled from https://torn.marches.cafe/, everything else from the Torn API.
Criteria for inclusion is:
Respect >= 300k
Level: top 10% of players with level >= 40, at least 5 people with >= level 60, mean of all players level >= 15
Min 25 members, no more than 5 inactive players (inactive >3 days)
At least three "new" players, where new means level under 15, and in faction for less than 2 weeks, but this criteria can be relaxed by request if you're always open to new players, just lmk
There are much more comprehensive guides to factions, and I would recommend reading Vyke's "Factions and You" once you're a week or three into the game. But in your first week in Torn, here's what you need to know:
A faction is like a clan, community, or guild in other games. It's worth joining a faction, because they have:
An armoury, from which you can borrow better weapons and armour than you can probably afford yourself, and depending on the faction, access to free consumables like medical items, candy, and drugs
Perks, associated with how much respect the faction has; these include things like improved gym training, increased nerve for crime, reduced drug addiction, and reduced hospital time. The more respect a faction has, the more of these perks it will have, starting at about 500,000k respect
The ability to participate in Organized Crimes (OCs), which generate cash -- how this cash is split depends on the faction, but 80-95% is usual
The ability to participate in Ranked Wars (RWs), which generate significant amounts of cash (usually millions) -- how this cash is split depends on the faction, but 80-95% is usual
Faction chat, which is (in most factions) a supportive and helpful place to get advice from more experienced players
Most faction perks are available to you three days after you join it, when you lose "Recruit" status.
How to find a faction to join
You want to join the "best" faction you can, but the better the faction, often the less interest they have in very new players who haven't yet shown they'll commit to the game and stick around.
People commonly find factions from:
People sending them messages in chat asking them if they want to join
Messaging other players in New Player Chat who seem to know what they're talking about and asking if they like their faction, and does it accept new players?
The more respect a faction has (which you can see on the Faction's page), the more perks they'll have unlocked; 500k-1m is not a bad starting point
What's the mix of players? Is it mostly other new players? Is it 2-3 level 100 players and rest new players? Mostly higher level players? A mix at all levels? What you're looking for here is going to be personal preference
Who's the faction being run by? Go look at their profile page. How long have they been playing (age)? What level are they? What's their Friend/Enemy ratio? Do they have bounties on them that suggest they're annoying other players? Have a look at their forum posts: is this someone you want as your leader?
Is the faction part of a family? That could give you more flexibility to move about inside the faction family later on, and faction families often have more resources and clout than independent factions
You probably don't know what play style you're going to want in Torn just yet, but different factions will advertise different play styles. Do they primarily war? Is it a healer faction? A faction focused on crime and trading?
Does the faction mention payouts from crimes and RW on their info page or recruitment thread? 90% of factions offer decent payouts for both, but you will occasionally find some that don't, and that suggest their perks and benefits outweigh the payouts you'd get instead
Recommendations
Join a faction early: the benefits can be huge. The number of active experienced players who aren't in a faction is virtually zero; factions are a huge part of the game.
That said, don't feel committed to sticking around in a faction after you've outgrown it, or if it no longer feels like a good fit once you've spent some time on Faction Chat or discovered more about how the game works. It's polite to give the leaders a few days' notice, but not a hard requirement.
Be open-minded about people who message you to join factions, that's pretty normal. But do press them on war and crime payouts, the leaders' experience, what's in the faction armory, and what perks/respect they have (if that's not listed already on their faction info page).

that's definitely the worry with a reset, but I'm less convinced than I was about that, especially if there's enough initial chaos. A territory reset planned long in advance would most likely have that issue, and one with absolutely no warning might too. I quite like the idea of DBs having a % chance of resetting the map, did anyone mention that?
Everyone else is right about the data-source being a big deal here. If you have a solution to that, then you can automatically open an interstitial page (eg: not Torn) that's one giant clickable link to the relevant Torn page, which for your users will probably be good enough.
