Class C: MUD. The Volt is the only mud car. Upgrade it to about 50 points, optimized for mud, race it for every track
Class B: MUD. Get the blue Impressor if you're poor, or the Colina Tan price (white one that costs a lot) if you're rich (I do think the white one performs slightly better in the long run). They're both better in the dirt. Pour points into one (don't worry, you'll still win Class A races with them, so it's not a waste). Race it for every track
Class A: You've arrived at your destination. Continue to win a lot of the mud tracks with your class B mud car (there are no mud cars in Class A). I would max out a new Edmondo NSX to race on the non-mud tracks for class A.

Below, you can see I put about 10 points each into the mud cars (Invader and Bavaria) and they each did great. I wasted my points dividing them. You can just pick one to upgrade. All the other cars sucked
Here, observe how the Volt was the only car that did jack shit to help me. Everything else sucked, no matter how many points they gobbled up uselessly. Why? Mud, that's why.
Even with all the points I wasted, I got into class A with about 75 points to spare. If you somehow are able to understand and follow this astonishingly complex guide, you should be able to get to Class A with over 200 points to put into some stupid non-mud car!
Q: How long did it take you to get to class A?
It took me 45 days, with a total of 497 official races. Did I race over ten times a day? I guess so, I'm crazy like that. Also I play poker a lot, racing helps it be more fun.
Q: What upgrades should I get?
I prioritize the ones that get you the most increase for your points spent. Save up for the higher tier upgrades, don't waste your points on the lower ones that have better replacements. Don't spend any points on safety, it doesn't reduce your crash chance, just reduces hospital time which is useless. And as I mentioned, get the tires, transmission, and suspension upgrades that improve dirt the most.
STEP 3: Plan your Training. You can plan up to a month of training at a time, tweak the plan, experiment with different combinations of training methods, and see what's fastest, cheapest and most efficient.
Customize your training by adding extra happy or energy (great for adding in FHCs/boosters, stock block energy or happy bonuses, free refills, event bonuses, or whatever is giving you extra happy or energy).
Have to plan your training between wars? Have to stay within a budget based on your war income? Use this to plan it right out, and the calculator will automatically subtract the time and money it'll cost for the training you plan:

To me, the perma-ban is the big issue here. The difference between a 90-day jailing and permanent deletion is huge.
You are now mentioning the multis as part of the justification for the perma-ban, when it was already ruled out as a reason for perma-banning LD.
This would be misleading to the people involved in this thread, as many of them now believe LD coordinated multis to exploit this bug, when in actuality, in your words, "that just happened to be almost coincidental." (Also sounds like there was only one multi account owned by 0hope, far from a coordinated multi-ring that people are jumping into believing)

That's good thinking, however the only problem is that Bogie stated that the perma fed had very little to do with multi use, and had everything to do with the bug abuse.
Which, I believe you mentioned, was only totalling a 5b bet (which is in line with what LD messaged Proxima, saying he made ~17b from the whole thing. I believe the odds were around 3.5x the original bet.)

I do think the last-minute perm ban should be rolled back
1) Refer above: Bogie said it's mainly for BUG ABUSE in relation to the bookie bet. The multi situation was NOT a factor - in Bogie's words, "almost coincidental".
2) In the chat screenshot shared by Proxima, LD states he won 17.5b from that betting exploitation. 17.5b? That's actually not that much compared to his 150b+ NW (esp if you consider the RW stockpiles he has). It was rolled back anyways.
3) No prior offenses.
4) Net positive player for the community (especially given the theme of his factions, I can see how it's a safe haven for players that would be bullied elsewhere)
It sounds like LD got carried away with what he saw as a one-off money-making opportunity, trying to leverage it with friends and trusted faction mates, not realizing it would constitute bug exploitation.
He messed up, but it doesn't feel like he systematically broke the rules
