I had this thought about a new travel location: Macau. It would have a high-roller style casino with higher minimum and maximum bets. It could also introduce horseracing as an in-game challenge. Like a variation on car racing; higher costs to own horses, maybe upkeep. Greyhound racing could be an option too, as a stepping stone to horseracing. The lengthier stay requirement to do all these things increases the risk portion of the risk-reward balance.
From a development perspective, there's a lot of opportunity to reuse code from auto racing and the existing casino. That could make it a lower effort and provide a way to address end-game challenge and inflation.
