It seems that the OC 2.0 spawn system has a bias (or maybe it's just us) towards level6 OC's when spawning tier 3. We need more level 5's however and have used up most of our points trying to get them to spawn with no success. I believe a re-balance might be needed to improve probabilities.

Company I was working for just got shut down.
