Lastly, a small amount "buy-in" tournament open to friends with simple randomized cards from shuffle to deal, with an increasing blind based on time would provide a neat pocket universe for play where people who like this sort of thing can play with friends over distance. 

The poker dealing, rules, and increments of blinds, buy-ins, etc are all incredibly simple. Among friends, there should not be a real cheater question. 

But, as with anything, the internet makes cheating and collaboration eminently possible. Especially with real money and conspirators on the line. 

Most professional gambling sites mitigate this with only allowing random partnering for matches with very large pools, reducing the risk that any two or more people could enter or collaborate. 

The next level from there is IP address and MAC address monitoring for either in-house multi accounts, or over-time partnering identification and then statistical analysis. 

But... that is a long road into the real world.

I'm sure I am not providing any new info, but if I were to start somewhere, I would begin with statistics from various poker personalities known on the professional circuit. 

Programming various levels of players skill (from chaos, unlucky, bad, etc to nuanced, defensive, stoic, master, etc), and injecting a tournament to the base system, while putting the whole thing through an AI processing algorithm where the system plays in an antagonistic system to train itself could yield "levels" of play. 

Just a thought.
