Just a suggestion; ability to carry out specific crimes (rifle through hand luggage, steal off the food trolley, pirate a film...) so that nerve isn't wasted on flights there and back.

Scroll in to about medium-power and scan up and down the entire map. Don't worry about lag; that usually helps as the items stand out even if the rest of the map hasn't loaded.

I search the dump a lot and currently the graveyard. I sell stuff I find, when I feel like it. I also scan the city map from time to time.
It's not the quickest way to make money but it appeals to my inner scavenger.

Also.. given the amount of private islands, I can only assume Torn is set in Fermanagh or something. Place is littered with them. That and the whole National Health Service..
It would honestly make no sense whatsoever... Local shops that get robbed multiple times a day and yet still survive and welcome your custom; people paying thousands for rotten chicken legs; equal chances of being mugged or randomly handed a million pounds... The only realistic thing is that your 'job' does absolutely f**k-all at the lowest rung of the ladder.
Parmagiano. It's dead easy & quick to make, with only four real ingredients (aubergine/eggplant, mozzarella, tinned tomatoes and garlic. Plus oregano and thyme, red wine vinegar to taste)
I'll admit I'm a newbie & haven't read all 34 pages but it strikes me that going from fighting to daily grind is human civilization in a nutshell. It's the only way cities exist without being a constant bloodbath.
I don't know how you 'liven' that up - maybe introduce a few external threats or natural disasters?
