I think something like Adderall or Crystal Meth:

Give it a high addiction, like 50 Addiction points. 

Quick 30-60 minute cooldown

Increase crime skill gain by 10% during the cooldown. 

Increase Natural Nerve Gain to 1 Nerve/2 minutes

Buff to speed, but debuff other battle stats

+50% Nerve from alcohol

Half of cooldown time deducted from education time. 

On OD:

Hospital time, ~4 hours

75 Addiction Points

12 hour overdose cooldown

Permanent small loss to working stats

Zero natural nerve gain during OD cooldown

-20% XP gain during OD cooldown 

Halve Happiness

I joined into the Pinata test, fought valiantly. I even received loot (a jawbreaker). However, the Giant Slayer honor did not trigger.

My Events section shows the loot, however my Log section does not show receiving the item, and the honor bar and merit were not added to my collection.

How about some more fun/random ones you could knock out easily while wasting cash?

"Taco Express" - use a Business Class Ticket to fly to Mexico

"Waste of time" - make a return flight without buying anything abroad

"Anything for a Dollar" - try to eat a spoiled food item (might have to add some kind of self damage, RNG?)

"Click, no boom" - try to fire a weapon with no ammo

"Returned to Sender" - have a temporary weapon nullified or homerun'd back at you

"Conan the Librarian" - Throw a book at somebody

"Canadian Tuxedo" - Wear all six denim items while in Canada. 

"It's not a phase!" - Wear 4 Naughty items (like found in the Naughty Cache)

"Not what you think!" - same thing, but Cutesy cache

"Dapper Dan Man" - same, but Gentleman's cache

"Fancy Pants" - same for Elegant Cache

"Pretty Fly" - same for Wannabe Cache

"Get Off my Lawn!" - same for Elderly Cache

"Pending Lawsuit" - same for Injury Cache

"Party Cups" - pour 250 glasses of beer from kegs of beer

"Beer Snob" - Open 10 6-packs of alcohol

"All-Nighter" - same for 6-packs of energy drink

"Cavities" - same for tins of treats

"No Rabbit's foot" - Attain a 10 game losing Streak in Foot Russian Roulette

Bad Threesome - Have Leslie send you to the hospital three different ways. 

Target Dummy - defeat the same target 10 consecutive times. 

Who's the Dummy? - be defeated by the same attacker 10 consecutive times

You Gonna Eat That? - Eat Torn's spoiled food products 10 times (would need to make them usable, suggest to have it give a "nauseated" debuff and take you down to 1 Life Point)
