So first you dont need to report everything sketchy only when you profit of it. Which is clearly the case with referrals.
Also it doesnt really matter what staff does with your report all what counts is that you demonstrated your intention to follow the rules and not hoping to get overlooked. Also i think it really depends of the sketchyness of the situation and i think you have to either really naive to ignore the risk of multis when buying referalls or you want to ignore bc you want it to work.
Also i dont think just talking with the neighbor is a adequate comparison its rather buying some nice jewelery, luxusbag etc from a man on the street, which would be at least in my country a crime if its reasonable person would find it suspcious (buying of stolen goods).
Thats a strawman, you dont need to check IDs or anything. Boogie said multiple times if somethinbg suspicious report it.
So when you buy referrals you just report the seller and say
"Hi, this guy wants to sell me x referall, can you please check them if they are not multi and legal. I dont wanna break the rules. Best before i have to pay. Regards"
and then you are fine. The punishment was just about him allegedly knowiung that it looks sketchy not saying anything and hoping it would go unnoticed.
In my experience newbs wont read enough or understand it fast enough so its good to tell them the first time exaclly what to do.
1.Take as much xanax as you can and use your points refill
2. If you cant pay for it sell loses or swipe
3. Train some stats up
4. Farm baldrs list till level 15
5. Find a good faction and a Husband with PI
6. Reach level 15
7. fly and train
with these steps they have a solid base and as long as they keep the xanax up they will have a decent growth
