Safety upgrades won't stop you losing parts in a crash, they just reduce your hospital time. They're a complete waste of points.

Save as many points as you can. You'll want to do the minimal amount of upgrades in each class until class A.
Do you mean win 100 races? As far as I know there isn't one for winning a 100 lap race.
For 100 races you could always buy from someone selling losses buy it's easy enough to get 100 wins
