This guide apply for those just starting out (like myself) with little to limited amount of merit points and wanting to get the most benefit from the little resource they have. For those with abundant merit point (can max out whatever they deem important), this argument might not be relevant to you, hence the name, a Beginner's Guide.
TL;DR: Do NOT focus on maximizing each and every upgrade that you like. Upgrade to 7 or maybe 8, and move on to the next one that you think is important. You might be missing out on a lot more than you know.
I am generally at disagreement with the guide out here (most commonly referenced for newbie like myself: Baldr's Basic Advice) suggesting to firstly get max in education and bank interest upgrade before moving on to anything else.
I mean, it could be because my poor ass ain't got 2 billion to invest, so I am not giving it the appreciation that it deserve, but then I read this guide: The truth about bank interest merits , the principle can apply for all the other upgrade and I knew some writing had to be done.
In order to max an upgrade, you will need 1+2+3+4+5+6+7+8+9+10 = 55 perk points, while retaining the same benefit throughout each upgrade. There is an economic principle called the Law of Diminishing Returns. It apply perfectly on this situation because: perceived benefit remains equal each time versus cost of getting those upgrade rise exponentially each time.
Here is some illustration for you all visual learners out there:
Perceived benefit is tricky. We often try to see it in isolation, for example, "Oh! Edu is important (that's it)".
But what it really should be is how valuable do you see the benefit of each upgrade IN COMPARISON to the cost of NOT having other perks upgraded NOW.
Sure, Edu and banking upgrade is one of the most important, but we should not to fall into biased judgement where we see it as absolute (either 0 upgrade or 10 upgrades). We need to look at all the other available perks as well. Just to reiterate what Mizadil [2640357] said in the banking upgrade guide,
"For the final (10th) upgrade, that's only $14,910 per merit point"
Understanding the perceived value of the banking upgrade is relatively easier, because it directly translate to money that we can easily find comparison to. Others, their benefit is not so easily judged.
While perceived benefit might be different from one person to the other, we can always count their fixed cost to give us another reliable perspective. 55 points means that the last three upgrade of lv 8, 9, and 10 (27 points) can be used to upgrade something else up almost up to lv 7 (28 points). And if you think the level 8 and 9 is still too important to skip, just skipping the final 10th upgrade alone can fuel another upgrade to level 4.
Think of these example to help yourself make better judgement before committing that large amount of merit point to max out one of your upgrades:
Is having extra 5% of banking interest NOW worth more than having 20% more life
or..
Is having 6% reduced education rate NOW worth more than having 7% boost on crime progression?
The point is think of NOW, because all those you left at lv 7/8/9, eventually you will upgrade them to the max anyway. Cheers!
Where the worker there can be hired as pilot or give out BCT for some amount of job point or flight related bonus like give extra cargo for passive/job point
