Honestly, I am not really convinced by some of these stats. Where are you getting your expected results from? They seem very very wrong.
For example, you said that a push on a player 20 should only happen 0.2% of the time. This on its face is seems wildly wrong, I don't know the exact number but I highly doubt it is 0.2%. The dealer will hit a 20 likely 15%-20% of the time.
I'm not saying your conclusion is wrong, it could be rigged. I don't see why you would bother though, blackjack is a casino favored game. So by nature I doubt it is rigged, but it is possible, people do strange things. The global stats seem about right though tbh. My own stats are maybe a little suspect, I am losing more than expected for just following basic strategy. I have messed about a bit but not too much. But I would assume I am either messing around more than I think I am or messing up my implementation of basic strategy, its not like I am treating this super seriously. Obviously I am up money but that is just extreme high variance betting and a bit of luck.

Not all but reputable casinos absolutely do have fair play mechanisms for verification that the game is fair on digital games. There are industry standard random chance generators that can be verified. That said, don't really care in Torn. I think it feels mostly fair. Gambling never feels fair.
Most people are always going to lose at the casino. I would say unless you know what you are doing don't bother with Blackjack. The devs have done a really good job with blackjack in the casino. In a lot of non real casino games basic strategy (the mathematically best moves without counting cards), is enough to break the economy because even a slight player favoured game of blackjack is enough to print infinite money. But in Torn it isn't enough. Even playing perfectly you aren't guaranteed to come out ahead, you are more likely to lose a small amount of money.
There are things you can do to rearrange the risk profile so you have an excellent chance to make money and a small chance to lose an astronomical amount of money. This is called the Martingale system. You can try it, if you don't get unlucky and hit a big losing streak it may take you up to 100 million if you are lucky. More likely you will bankrupt yourself betting more aggressively than you can bankroll. Personally I don't do this.
My blackjack stats are below, I lose a lot more games than I win and yet I have made money. I could say it is because I have memorized the charts, believe in the heart of the cards etc. In reality I have made money because I am lucky.
If you really want to make money at the casino, poker or sports betting but only if you are good at them. Poker is just a skill + time spent at the table thing. Sports bet is knowing about what is being bet on and having a large cash reserve. Blackjack has a skill component but the deck is stacked against you.
