With the new year merit reset incoming I want to write a guide of the merits, but I really lack experience of the game to do it properly.
If you pleas, tell me what to modify, and why. This is destined to newbie on a growing faction (don't worry for the grammar errors, English is not my first language but I will find an native editor before publication).
S - Max it out before anything else
Education length Because naturally it would take 7 years to max-out all the courses.
A - Highly recommended
Bank interests This don't seems appealing at first, but you'll be thankful will reaching mid-game.
B - Boost your battle stats
Brawl
Protection
Sharpness
Evasion
Life points
Chose your specialization in battle stats. You should have enough experience of the game to know what you want to do. Chose 1, 2, 3 of them maximum and max them out at the same pace.
C - Wait to know what you are doing
All weapon mastery
Hospitalizing
D - End-game only
Employee effectiveness Useless when under 100k work stats, only to apply to 10* company
E - You'll regret it, I promise
Stealth Why do you care?
Masterful looting There is so muche better why to make money
F - Here only to feel gapes on the merit page
Nerve bare
Awareness
The most useless of them all
Don't know what to do whit it
Critical hit rate Is it as valuable as the other battle stat?
Crime progression B or E???
Addiction mitigation I really don't get why my faction leader placed it third to max-out
I am in a growing faction, and I would like to offer an overview of the different gameplay and types of factions there are in Torn for our newbies, if they don't like being in a warring faction.
I am searching not necessarily for faction recruiting, but for factions with a description explaining the gameplay and the upgrade tree they offer.
In my list I already have our mother faction, Legitimate Business, for the platinum/diamond warring faction and WTF Healers for the revive faction, but I struggle to find a crime-oriented faction and a relaxed faction with descriptions as complete as that.
Also, are there other types of factions than warring, revive, crime, and relaxed? I discovered the revive faction very recently, so I would not be surprised if there were more.
Sins I've started the Bachelor of Sports Science I wounder what education to do next. I though about maxing out the history course but I am unsure of its usefulness.
Is it a profitable option as a second maxed-out course aka still between early and mid-game?
Is it indispensable or wasteful to use merits to max-out the awareness in the city?

I know we are not the best, but I'am better as the second in command of a growing faction where I interact and guide newbies rather than a nobody in a diamond faction. In the end I chose not to climb up in our mother faction, Legitimate Businesses, because I don't necessarily want to grow big.
You could say that I willingly chose to be teacher with a shitty pay in a shitty place because that's what I want to do. Even if I have still much to learn.
I complexly get where you come from, but as someone who now struggle to find merits and who have just reached the point where bank interest is useful, without it maxed-up or the incoming free reset it would be very difficult to max it now.
I think this is why it is recommended first, even with points price low, a merit reset is quit a price at my level.
I want to do a guide for newbie, for me the more important is to make them understand that education and bank come first and that awareness is useless even whit history maxed-out.
The idea of tier-list is to help visualize priority, and the fine print would be here to give explanation and/or type of gameplay where it's useful, like hospitalization is a war only perk.
If it's impossible to do a generalist tier list, lest do one oriented for war (this is a growing faction for a diamond one) and ad more fine print to tell them for what type of gameply the other are useful.
