Narcan should be an item in the game that is available for players to buy and have in their inventory. It would be either auto consumed when an OD occurs or have a new inventory slot to equip it in or an option for consumption at time of OD and preserve the current stats of everything and still include a 24 hour drug cool down. It would obviously be expensive but would preserve current E, nerve, and happiness. Thinking it would be upwards of $50 mil per but not a bad idea.
