Im not sure what to do on this mission, ive defeated the person in the mission and also put a bounty on them but its not completing. Had a google and there are a few returns about bugs in this mission, can anyone advise?

I go to talk to him about it, real nice because that's who I am, and he laughs in my face! I had some guys put hits on him, but even when they put him in the hospital, he don't learn nothing.
