it's only possible to get the Torn City Times and the Zip Wallet when the ridership is below 23%. So I stayed up to 4:40 a.m. today and waiting for the ridership to drop. Got to 23%, still no star under the button, so I waited for 22% where there was still no star.
Then I checked my log:
18:30:26 - 15/03/26 You used 2 nerve successfully searching the subway gaining 1x Torn City Times, 1x Zip Wallet (unique)
Apparently I got this unique outcome already 2 days ago during peak hours - it was Sunday evening, so probably close to 100% ridership. This means either the 23% check is broken or the wiki is outdated.

Okay, I understand. Sorry for getting a bit pissy, but it annoys me when people dismiss me immediately when I put a lot of thought in something (otherwise I wouldn't make this bug report).
So to be clear, I did notice the 2 Stars under "Search the Subway" when I just started playing (the Glasses one and the 23% one), I just learnt what they meant when I read the wiki yesterday. This is why I didn't understand that the stars are unique event triggers and I gave no thought when they disappeared at some point. I was careful to be doing high % crimes, so I am absolutely sure I was nowhere near that 23% mark. I think the torn developers could also confirm that the the ridership was much higher than the 23% at the timestamp when I got the unique outcome.
After I read the wiki yesterday, I saw this unique outcome and I decided to go for it because I didn't understand that I already got that outcome because I was never doing crimes lower than 90% anyway. This means (according to the wiki) I could have never gotten the 23% unique outcome. To be clear, the 2 stars were visible right from the beginning when I registered, so it seems it never depended on a low ridership.
What I believe is the case: Something broke in the code because 23% is an oddly specific number and there would be no reason to add this information to the wiki if it hadn't been working correctly before. However, because the 2 stars were always visible for me, I think something is wrong in the code. I can also post it to the wiki bug section but I genuinely believe this is not a bug in the wiki but a bug in the code.
"Just pointing out that at that point on Sunday, the majority of UK players were busy with Mother's Day (and if you look at the City Hall player counts, Sunday is the day of the week with the least number of players - only marginally, but when combined with that specific time on that specific day, I can see it would be possible)"
I think the User Activity graph is not a good metric, Attacking results or Attacking actions shows a clearer picture who was actively playing the game with clear peaks on Saturdays and least player activity on Wednesdays.
Okay, let me formulate this differently.
Right now I am just doing Crimes with the highest % of ceratainty. Sunday evening the "Search the Trash" mission is >90% because it's just before the collection. This means I was actively comparing "Search the Subway" with "Search the Trash", so there is LITERALLY no way that "Search the Subway" was 23%. Additionally, there is LITERALLY no way "Search the Subway" is ever going to be even close to 23% during the evening. Like never ever. Unless the whole server crashes or something.
Also, how I am supposed to write down a random number that I didn't know I will need to report a bug 1 day later?

Yeah, I am sure Sundays 18:30 ridership is comparable with Tuesdays 03:40
😂
