Each action has the potential for various outcomes. You can't get money rand reputation from the same action.
So, if you're going for the merit with 5* in each location, you may want to prioritise reputation over money. You'll need less nerve overall to get the merit (and you will definitely get to CS100 in the process).
Of course that's only if certain colours change the outcome.
