Cheating remains cheating, so if the question is to reinstate the winnings to the individual I would say hell no. It is stated clearly multi accounting is prohibited. You can argue that the extra account did not use any other illicit means to win the jackpot and on that grounds it was a fair win however it is clearly stated that multi accounts are not allowed and if it gets found out the accounts in question should have their winnings subtracted from their net worth, even if this would put it negative. After that I believe some form of reinstating the jackpot to a certain default median suffices. 

If people are advocating for the multi accounter to keep the winnings I would say that absolutely does not make sense, they broke the rules and on that they won something however they shouldn't have had that account in the first place, if said account should not have existed in the first place the option to win a lottery or whatever is not there and therefore by breaking rules your earnings become null and void from the very beginning.
