After reading the relevant wiki page, I noticed that all it says about Rate of Fire is how much ammo is consumed by a weapon when fired on a turn. Notably, it says nothing about improving any aspect of an attack.
As a complete newcomer, my intuition would suggest that higher rate of fire would equate to a higher hit chance or more damage in one way or another. But it seems that RoF determines only ammo consumption?
So a higher RoF means the weapon just consumes more ammo and does not actually improve combat effectiveness in any way whatsoever.
Problem is, I found nothing about being able to increase the chances of hitting specific body parts. All I found is that I should use pepper spray to maximize hit-chance in general, and use low-dmg attacks to ensure you defeat your opponent in as many attacks as possible.
I've fought this guy three times and hit them pretty much everywhere but the stomach at this point... I used pepper spay in all of the three fights and didn't overdo the damage either. So... is there any way to increase the chance of hitting a specific body part? Or is my only option really to just keep trying and get it eventually?
But okay, cattle prod sounds genius. High accuracy, low damage, and also Shocked ensures that I don't get my face smashed in while I bully my opponent for an extended amount of time.
