First I would like to say I think the attention to detail in crimes 2.0 is amazing. The fact that shoplifting closes when the shops close during a dirty bomb is a nice touch.
One possible suggestion I had was to consider having shoplifting change to looting during a dirty bomb threat with a different merit(s) that are only available during that time.
