A lot of enemies have come and gone over the years in Torn, personally most of mine are over 10+ Years inactive.
My suggestion would be too have a system in place to remove you, The Player/citizen from the enemies list automatically of someone whom has not been seen in Torn over say >Three Years plus of time.
There are many players/citizens that get judged by previous instances, mostly Traders, people/citizens look at the friends and enemies balance for trust. This will keep that balance more recent and not focused on their potential grievances they accrued from years past.

Love how there utilizing outside hits and bounties to keep our top muscle wrapped up, while they try to get themselves early releases from hospital to save on that med cool down.. Please fight your own battles...
it was a decent match up to begin with, now we have a multitude of outside hits and bounties coming in from the allies they have made fake walls with..

Seemingly at random using the Detective Agency Arrest Special, it fails to actually put someone in jail. Twice in the last week i have attacked and successfully arrested someone, the log appears for me, but refreshing the Targets profile still displays them as Okay.

They were inactive before and after the attacking time. I have disabled Torntools etc to be sure. Unless their is an hidden mechanic im not aware of, where they don't actually end up in prison..
