What benefit is there to doing this?
Problem:
In the API for user logs the log for stock special property (where a property is given to the player) doesn't show the property id. The properties selection in the user API does not show the timestamp when the property was acquired. This makes it very hard to relate the log entry to a specific property if the player owns multiple properties of the same type.
Suggestion: show the property id in the logs API when a property is given.

Simple but effective
It's kind of a fun way of to prevent rare items from essentially getting lost due to them being in an inactive player's inventory. Though it only really works for people who die IRL and therefore suddenly go inactive. Players who decide to quit consciously can simply transfer their assets anyway. Players who become inactive due to them slowly losing interest and eventually never logging in again it is actually a bad feature. The beauty of Torn opposed to many other games is that you can return any time and your account will still be there as you left it.
Overall I think for implementing this I would change a few things. First make it cheap, like 100k. If you want to add cost maybe some "inheritance tax" of a small percentage to be paid when the will is executed.
Second, before executing the will, send an email to the user informing them that this will happen in 1 week/month and that they can log in to prevent this. It might help bring some players back.
