I think that the idea is a solid one, it just would need fine tuning to be done better. Rather than taking a percentage of the account balance, why not charge a percentage of the transaction account? Also, I feel like you were trying to go low when you said 2%. While this may seem low, like pointed out earlier, it equates to a fairly big hit when you start transferring large sums of money. The idea overall is a solid one though.
