It would be great that players could exchange their choice of weapon attachments for something like a reduced number of mission points. After a while most players will have several weapon attachments that are just not used anymore and sit there forever collecting dust. An alternative could be to keep weapon attachments to their current weapon. Please share your thoughts.

I still don't see why would this happen. IF a faction is strong enough but let's say with very few players they will eventually top their rank and start moving up on the next tier until they can't move up anymore. Maybe I'm missing a point but #1 looks like the core of this whole suggestion and without it none of this will work.
What you are saying makes no sense. At first this may happen a few times but eventually shell factions will be pushed down more and more in the ranks not up.
The new torn stock system is clearly BS. Overnight your investments was worth baloney and in some cases it cost 100 times more to get the same stock benefit we already owned before.
They need to fix the stealth values of most melee weapons, specially dual samurai. Long range guns should NOT have a better stealth value unless it's modified with a silencer for example. This is evident when you compare a shotgun with dual samurai.
