After some time of consideration I decided to address this issue and to discuss about possible resolutions.
I have read many pros and cons about this issue but there is no final solution and without official definition the topic continue to be as it is. I suppose that many of you have heard about an experiment with 5 monkeys in cage. The most damaging phrase in the language is: 'Its always been done that way.'
Inactive people abroad cant be viewed in country neither attacked if you search for them by ID.
There are few reasons why these players should not be protected. Some of these thoughts I quoted or paraphrased from like-minded players.
Protection from being attacked just goes against the concept of Torn being a dark murky underworld where only the strong survive and fights on any possible way to achieve or accomplish any goal. Why should it matter if you happened to fly before going inactive as opposed to sitting in Torn? Why not give the protection to everyone or no one?
What if somebody put billion in Cayman bank, get interest for it but just because he/she is in another country is protected of attacking while during hundred, thousand of days he/she receiving interest for the money in bank. If I have opportunity to mug inactive people in TC, inactive for a while, it should be allowed to attack players in other countries as well.
The statement that some of them maybe will back some day does not justify inactivity especially since Torn has changed in meantime a lot. A friend of mine who actually dragged me in this game left TC about six years ago. Just recently, I met her and asked to send me all her capital in TC. Since she changed e-mail address in meantime even she mailed Mr. George nothing happened. Nothing can be done and everything she had is forever lost. Her properties, stock shares, company will not influence TC economy anymore but why someones money should be protected forever?! I am pretty much sure that there is a lot of similar cases and if someone wants to come back it will be very difficult or impossible.
I dont want only to complain about the issue. I would rather be constructive and propose some solutions also heard from some like-minded players.
Vacation mode option or only Dubai (or whatsoever country) can be as vacation eligible but not all countries. It should be set only for the players that really need vacation time (30, 60 or 90 days) but not forever. It can be also charged in some amount. I suppose that you do not really believe that someone who is inactive for more than 5 years will get back on board at one time.
The list of players abroad should be readjusted and to allow you to see at least players which are in country in last week. The issue with cluttered list can be fixed on the way that staff should allow to players to attack an inactive player abroad if they search for them by ID number or name. So far this option is not allowed.
I assume about the reasons why they forbid attacking of inactive players but let give them a chance to make up for it.
Let we see how many Yes we can collect.

There are probably trillions of dollars in the pockets of inactive players. Torns trying to restrict the ability to become more rich and less in need of donation rewards. I think maybe after 100 days or 365 days or at some point their assets should be recirculated into torn through the manner of looting expeditions by muggers.

I feel inactive players should be automatically flown back to Torn after maybe x amount of days/weeks.
Did anybody earlier propose such a thing that we should get a merit for staying in company/at some TC jobs (or each type of company) for 1,3,5,7,10 years or 100, 200, 300, 500, 1000 days?

"I personally like the merit as it increases loyalty and employee retention, but perhaps as mentioned earlier in the thread, it would be better to model after factions with increments in hundred days instead of years and numbers being retained after leaving and then reapplying, to mitigate any unlikely issues caused by directors"

I generally commit to faction/job etc long-term, and would find associated merits rewarding to achieve.

This proposal is weak. The idea of having to stay in a company to max out merits is a bad one. Why? Because that company can fail through no fault of your own and all of your progress is lost and forced to reset or you spend hundreds of days at a dead, 1* company. Having to choose between the two is silly. Again, this used to happen with faction loyalty merits before it was due to it encouraging players to stay within dead/inactive factions. This suggestion attempts to revive something that was already recognized as a bad idea.
I'd give this idea a thumbs up if it were amended to staying within a certain field for X amount of time. For example, a merit for working 1,000 days on a Farm or an Oil Rig. Not any one in particular but the field as a whole. Call it job mastery or something.

Change the time frame. Make it exactly like how faction loyalty merits are, with the max being 1k days, and the days not needing to be consecutive. Then I'll happily agree with this. But 10 years in 1 company, f that. 1k days is already too long as it is.
Also, make it so you only need to stay in the same company type for 1k days. When directors go afk, I don't wanna stay there just because I've got a merit due in 30 days. I'd much rather join another company of the same type with an active director so I can have my trains.

I like this idea as long as the merits do not carry on for very long, rewards up to 6 months maybe? 1 year tops. I mean 10 years, gosh. Your employees game play would suffer as they forego chasing after other merits to stay in one company for a crazy amount of time.

Just FYI, the marriage merits aren't even that long and Ched has expressed regret at making them as long as they are.
If you edit it to 1k days being the max and include the other suggestions like adding days when the person returns to the same company type and when people change companies but not company types you might have a better chance of getting the upvotes you want.
I just figure out that after almost 2 years of publishing Books I just obtained the SECOND one. Off course by buying with mission credits since I am not subscriber. I am aware of "rule"
I am playing TC almost 10 years (9.93 of 10 today) and if I get one book per year that's mean that I will need additional 42 years in order to get them all?! In order to buy all of them by mission credits you will need more than 60.000!!!
I don't have 48.5$ or 58.2$ to pay for subscription, therefore in the name of us (I believe it is majority of players) staff should consider using or re-reading of Books every year. For those who have more than 12 Books you can manage to allow them to choose which books they want to use and that there is at least 1 year period for next possibility of using the same book. There should be also option that two books can't be used at the same time...etc.
Please feel free to add more proposals regarding this suggestion and vote for :)

Honestly I think the timer should be shorter, books being single use makes no sense. Sure, the bonuses are powerful, but most aren't worth the price given how rare they are and being single use.
You end up with situations where people save it for a situation they really need it, that never comes, or wasting it. It is simply too valuable for a single use consumable even with it's power.

this comes from two things, the ability of re-use and the advantage they present
So to tackle the first issue you could add a timer! Perhaps add a perk, or an item to make them re-readable (doesn't make much sense tho)
the other one is to reduce its power, most people only watch a film once or twice because they know what's going to happen! It reduces the tension, reducing the knowledge gain. So perhaps instead of rewarding the full amount the book only rewards 0.75, then 0.50 etc. This could also make trading books interesting, because that means the value of the books would also decrease through useage
Or how about introducing a new item... One time use magazine that provides a smaller boost, and you just throw it out after... It's a 'cheap' mag.
EG, A nudie mag to boost happiness, a sports mag to add a gain boost to a random stat, crossword book to boost intelligence

Agree with Influence.
If a change were to be made to books, which is probably unnecessary already, adopting a style similar to drug addiction (but obviously ramped up greatly) would be a good suggestion. Similar to drug addiction becoming harder and harder to remove, books would grant depreciating bonuses until eventually, maybe after 3 uses or so they become useless.
In the end, books aren't meant to be a large part of the game, and so I don't think they should be given large relevance through being fully re-usable that would create another large gap between the weak and the strong, which can only be surmounted through a paywall or being very lucky and lots of time (and even still somewhat lucky with the paywall.)

Maybe give re-read books a diminished effect, just half the duration for the second time and 25% effectiveness for their and last re-read, then book disappears.
So, 3 uses, each half as effective as the previous one.
I couldn't stay away at least from comments regarding this.
For a first time when I start to play HL the Current modifier was on 35%. In that game after 3 winning cards you could return your "investment". In that day I "earned" 70mil.
In all next days Current modifier was 31, 29, 27 and with such low percent it is impossible to be in plus on the end of day.
the percentage is almost 50/50 win/lose ratio, but in reality is not even close.
How many of you lose on the card 3?
Several times, in first 3-4 hands I eject 2 or 3 cards "2", and without reshuffling of cards dealer got card 3 and my card is...guess you?!... third or fourth "2". This didn't happen once, two or 3 times, this happened more then 20 times and that is the main reason which constrain me to open this topic.
It is just not fair, to suck out our money in order to make more profitable business.
I know what "they" will say as many times before, If you don't like it, stop with playing.
But is it necessarily to make this game a pure business?! I remember a soul of torn when I started, today is not much left.
I am proposing professional contract with the person who will lead my company. I need some time off and instead of asking friends I would rather pay somebody to running it.
Can you please consider to add option to choose director or manager and allow him certain actions like faction leaders have that option?
This is not first time that winner is MA. Just this time, becuse of the amount, recruit our attention. If they/he do not return money to slots than for me is obvious it is rigged.
I do not want to sound like raising some discrimination issue just I think it will be nice to have Christmas and Easter events covering both Catholic and Orthodox periods of time. For example, Easter Egg is just finished and Orthodox Easter is in 4 days.
Also I would recommend creating some events for Islamic, Hindu or other religions.
