Unfortunately i feel it doesn't matter how the devs, Ched or Bogie change RW to make it competitive like they have done many many times, each and every time it will take just a few weeks/months for people to work a new way to get the highest rewards for the least effort. This then destroys the feature.
It has always happened even from early days of faction warring and new systems were then created and then BOOM the player base work a way to make it stale and then complain about it. If everyone played RW how it was designed their would be problems still, but a lot lot less. And that is where i feel Ched has got to, It doesn't matter what is designed players will find a workaround making all the time and work in creating the system useless again and then call on him to fix it. Play the game how it was designed and the problems would reduce significantly in my opinion.
I think you will find bogie does all he can considering the amount of crap he has to put up with from everyone. Torn is a very toxic community and there is nothing anyone can do about that. Its people just being people for good or bad. He is probably bombarded with daily communications from people about others to investigate due to beefs in game but no other reasons. I hardly doubt he is the one scrolling discord etc, rather information is forwarded onto him to further investigate.
