I own 10* Lawfirm with thousands of points. It takes about 2 1/2 hours for me to spy a whole faction.
Put a button to the side for factions. It should be guaranteed spies, but the cost should be higher to compensate for the extras. I spent 2300 pts on the last faction of 94 members I spied. I would be willing (and I'm sure others would too) to spend 2500 or maybe more for the privilege of spending my points without having to plan my whole day around it.
I wouldn't know the best way to implement how you would receive the list, but I am sure it could be done in a mail such as other specials. It would be a big list however.

if you only have 2 mil to invest, and plan to make more while that is in the bank, then the 2 week investment is the best option. you can bank the money you made in that two weeks and add it to the interest.
I've read somewhere it takes a good while before your happy is reduced. Even when it is reduced, it isn't by much. It works on a percentage scale which will have very little effect on 5k happy at low percentages.
