Admin and moderator:
Create a custom LIMITED union. or onion.
Give a customize unique brand name based on theme such as region, medieval, dinosaur, anime character, or superhero maybe.
Let admin or selected moderator be the leader to ensure they are active and available.
This is to prevent abandonment or dead Union.
Let Active Warring faction able to apply and join the UNION for temporary period of time.
Once joined, its locked until World war is finished.
This will enable the faction to really think about their future decision and role.
Cap the maximum entry of Union based on respect or cumulative battle stat (idk).
some faction has millions of respect or billions of battle stat compare to others
but imagine 100 factions joined hand under 1 banner VS 20 top 1% faction
havoc, chaos, anything can happen in this crime game.
Leader (Admin or moderator) select a temporary Union Management unit and allow some editorial role.
Let it be some time or duration to prepare for World War.
Faction leader invited into global Union conferences chat.
No need 1000 of people in the chat room right?
Customize strategy, timing, method to win or whatever.
and then, let the WORLD WAR begin. 
Announce it, wage it, and make every hit counts.
it can be a multi directional World War
it doesn't have to be old traditional 1vs1 faction war.
it can be a ladder type cascade or tournament based theme world war.

Instead of similar to weekly faction war, let this be seasonal or periodic time thing.
This will allow strategy and preparation to begin.

Weapon, booster, medical item, points market goes haywire
Crash the stock market with this world war
travel around but you wont be safe either
Union cumulative respect or target battle stat not achieved or to weak?
Combine the Union.
Non warring faction? Unable to join a union? factionless player?
You can choose to be a strategic partner in this World War.
Wage bet, supply revive, sell hit, be a paid mercenary, be a pacifier - do what you want
Place banner, rally your armies, fundraising, and prepare for war
