I've done over 200 hits using a pillow the past few days.

I can't get this temporary block.
You must be clicking too fast, if that's the case all I can say is to take is slower.
The block is a new feature and isn't a bug.

I have tried that, although it does occasionally still happen. Fortunately, none of the attacks have timed out. But I do not think this feature was meant to pause attacks in such a way.

I have been attacking the same person, and after 20 hits run followed by another attack. It's doesn't feel like I'm doing these attacks fast enough to make 62 hits in 1 minute but it apparently is pretty easy as it has happened a lot.

TEMPORARY BLOCK This error has been generated because you have made over 60 requests to the server in the last minute. You will be able to access Torn again in 62 seconds.

This happens many times, just today I have gotten it twice while attacking.
I have gotten this buying items from the market also.

Please keep in mind I do play poker and have poker window also open which will also make some request.

While this may not be a bug, it has negative consequences on players, I have lost hands and been kicked out of poker room several times, I have tried to ran away from an attack when I did not mean to, lost out on buying cheap items on the market etc...
