You are correct, they restock at random times.
But do they have a time range?
4-6 hours generally. Rumor is it is related to how quickly the items run out, which is in line with the committee post on the topic which mentions 80% of time in stock, 20% out of stock http://www.torn.com/committee.php#/step=view&ID=39
If people update traverun, you can use the graph to predict generally when they may restock based on past data.
