Yes, but it's hidden. The only way to find out is to hit level 15 and fly to China to see the Fortune Teller.

You can level up from any activity in TORN. Attacking and leaving is the quickest way however

When you finish attacking someone, it gives you 3 options
-Leave them
-Mug them
-Hospitalize them

leaving them gives you the most experience
mugging them gives you some experience, and a portion of their money
hospitalizing them gives you no experience

When you attack someone..if you win, you can either 'leave them'...'mug them'...or 'hospitalise them'. Leaving them gives the most experience for leveling up.

i would personally say attack higher levels (Locked [33257] preferably) and hi the leave option to gain most levelling x.p until level 15 (so you can rehab), then train and level naturally from there on!!

dunmugmeh [538353]clicking crimes is good for levelling. i have rarely attacked and left people most of my levels are from clicking crimes.

 And training is good for leveling. I don't attack and leave, either.

 Currently you can't. Experience is hidden for the most part and this is considered by many as one of the defining features of Torn (hence there will never be an experience bar added). However when you reach level 15 you have the ability to travel to China (and other countries as well), there you can pay the fortune teller 75k to show you your level experience as a percentage.
