TL;DR- Busting has gotten a lot harder and more complex with the recent update. Massive numbers of busts are probably not possible (and probably not advisable). Or do you mean the system won't actually let you do three busts in a row?

You might want to only bust those with 3h or less jail time. 5h is pretty hard.
You need to pick your targets wisely.
I just did around 6 busts without a single fail the last hour or so. Not too difficult if you pick easier targets

I always do under 3 hours however I don't seem to be able to do 3 targets in a row either. Is there something I'm missing?

Maybe just space them out even more? As in have a "cool-off" period after your second bust before getting on your third bust. Of course the time is really subjective so you have to experiment that.
